Indira Gandhi National open University (IGNOU) is one of the world's largest distance learning universities. Set-up 15 years ago, IGNOU has 600,000 students. There are 26 regional centres (of which 5 are in army command systems) which administer services to students and a network of 504 study centres (located in many cases in the premises of local universities and colleges) with some presence abroad to service Indian students there. IGNOU offers as many as 50 courses which ranges from bachelors degrees in Arts, Commerce and Science, Tourism, Nursing, Education, Computers to B. Information Technology courses
IGNOU's School of Computer and Information Sciences offers - MCA (Masters in Computer Applications), BCA (Bachelors in Computer Applications) and CIC (Certificate in Computing). The traditional mode of instruction as well as the internet mode is offered to the student though the latter is likely to be discontinued and merged into the integrated mode which is more akin to the bricks-and-clicks-world that we have discussed where physical infrastructure and electronic tools are both employed. MCA and BCA are both long term courses of 3 years each and if you intend to take these in the traditional mode, then evaluate feasibility to complete the course as it involves submitting all assignments on the scheduled dates, attending a minimum number of classes and requires several other commitments which need need to be sustained even if you are engaged in a busy profession or studies. CIC could be ideal for newbies.
Management courses
IGNOU offers an MBA programme which requires a minimum of three years of study during which you may clear your exams. Because of the course being conducted in modules, you receive diplomas as you clear exams and finally the degree.
Media
IGNOU also has a number of courses which could contribute in enhancing skills for professionals. For instance, if you are a journalist who took up a career in media, journalism or mass communications without undergoing formal training first, you might opt for a Post Graduate Diploma in Journalism and Mass Communications. This course would give you a wider understanding of concepts of communications and it's methods.

Post graduate diploma in Management (PGDM) offered by AIMA's Centre for Management education has 8000 working managers in 12 countries currently enrolled. Post Graduate Diploma in International Management (PGDIM) and in Human Resources (PGDHRM) offer specialisation in the respective fields. Those interested in the currently hot convergence of Management and IT could consider Post graduate diploma in Information Technology and Management (PGDITM) and a similar programme with specialisation in Electronic Commerce (PGDITM-EC). Admission is through the Management Aptitude Test (MAT). A word on PGDITM. The course is an amalgamation of the IT concepts and the concepts of management in various functional areas. The Quantum Institute
The Master of Computer Science (MCS) programme from the prestigious University of Illinois at Urbana-Champaign (UIUC) is now offered in India using the Internet as a medium of instruction at a highly affordable cost. Quantum-ET&T centres which administer the programme and provides back-end facilities like labs and other infrastructure to students, are located at Delhi, Bangalore, Chennai and Hyderabad. The course is completed within an year and a half and the institute claims that students have been placed in US at an average annual salary of Rs. 27 lakhs (around $65000).
Short term training courses
In addition, Quantum and UIUC also offer Internet Education Programs mainly to enable infocorps to train their specialists in new and emerging high demand areas. The courses, 14 to 16 weeks long with classes thrice a week in the evenings can be completed without disrupting work schedules. Some of these courses are Object Oriented Design and Programming, Multimedia Systems, Networking and Distributed Systems, Software Engineering, Advanced Operating Systems etc and the credits earned from these courses can be transferred to the MCS.

El Net-3L
The Continuing Education Programme (CEP) of IIT Kharagpur offers learning opportunities to a wide cross-section of society through the quaintly named El Net-3L or Electronically Networked Life Long Learning Programme. The syllabus and study material are developed by Centre for Eduation technology (CET) of the institute. DACP is the nationwide coordinator of the El Net-3L programme which administer and implement the programme and monitor quality standards.
El Net-3L employs a collaborative group learning methodology which comprises a highly interactive classroom situation where groups of 6 to 8 students (statistically shown to be the optimum number) are drawn into discussions while watching a videotape of a simulated lecture by an expert in that particular domain from the faculty of IIT. They are assisted by a local tutor who catalyses discussion among students and leads hem to raise questions which are then addressed by an expert in the field. The tutor simultaneusly lays greater emphasis on getting students to answer their own questions. The videotape is typically played for 6 ro 10 minutes and stopped for 3 to 5 minutes. In the lab, two students use one terminal where they are expected to help each other, discuss problems and find solutions through combined effort rather than competition. An El Net-3L courese typically combines video lectures with practical classes, assignements, lab work, support theory classes, students are required to execute a project and take an end-of-course examination. Certification is by CEP, Kharagpur.

The Education Services Division of Tata Infotech Online conducts computer courses through it's Tulec centres. It has tied up with CBT Systems (now SmartForce), the world's largest Computer Based Training (CBT) so as to conduct their courses through a chain of Authorised Professional Learning Centres where the mode of training would primarily be CBT with a ILT (Instructor Led Training) component too. CBT Systems develops and markets vendor specific certification level training courseware for which it works in partnership with Cisco, Informix, Intel, Lotus, Marimba, Microsoft, Netscape, Novell, Oracle, Rational, SAP, Sybase, TIBCO and the IBM-Netscape-Sun collaborative Java education effort.
Typically, a student enrolled in a course is required to visit the centre anytime and without the constraints of time schedules. The instructions are interspersed with tests and examples, easier topics can be skipped and difficult topics could be given more time. These courses in general cost lesser than courses of similar scope offered in the tradtional ILT institutes. Further, far more courses are offered (you name it, we have it scenario!) which implies you have far better chances to find the course of the duration and domain you are looking for.
